The laws say that if a person becomes 18 years old by the 2018 November general election, then that person has a right to vote in the Nov election AND ALSO that person has a right to vote in the corresponding 2018 springtime primary election. If you can vote in the general election, then you can vote in the primary election. ONLY these 16 states allow 17 year olds to vote in primaries; Connecticut, Delaware, Illinois, Indiana, Kentucky, Maine, Maryland, Mississippi, Nebraska, New Mexico, North Carolina, Ohio, South Carolina, Vermont, West Virginia and Virginia.
